Few seniors or people with disabilities can meet Medicaid income and asset limits, which are set at below 90 percent of the Federal Poverty Level, to access long-term home care. Those individuals who do not meet the Medicaid eligibility requirements may enroll in a Supplemental Needs Pooled Income Trust (SNT), sponsored by a non-profit organization. SNTs allow individuals to make monthly deposits of income that is in excess of the Medicaid income limit. The SNT then directly pays for the individual’s living expenses, such as rent and utilities. The individual is then eligible for Medicaid and can access long-term home care and other benefits. Helping older adults and people with disabilities access long-term home care will make it possible for vulnerable clients to obtain life-saving services that will allow them to continue to live safely in their own home and avoid poverty.
