Brooklyn tenants want refunds from landlords they say ignored 2002 rent freeze

More than 20 Brooklyn tenants want money back from a landlord they claim hiked the rent repeatedly at their rent-stabilized building in violation of a rent freeze they won 18 years ago.

Tenants of 1074 Eastern Parkway in Crown Heights are furious that their landlords, Iris Holdings Group and Rubin Dukler, allegedly raised their rents even after the 2002 rent freeze that should have barred any hikes until until repairs were done in the building.
