Beginning in 2019, candidates seeking admission to the New York State Bar must pass the bar examination and certify that they possess the "skills and values necessary to provide effective, ethical and responsible legal services." (See New York Court of Appeals Rule 520.18 at http://www.nycourts.gov/ctapps/520rules10.htm#B18).

Over the last year, the Judicial Institute has convened a Deans' Convocation and hosted a series of focus groups around the State in order to discuss how law schools impart the professional values, skills and competencies to their students. We believe that our Convocation will help to identify best practices that may lead to continued improvement of the new rules by bringing together the key constituencies for a reasoned discussion.

To that end, our Spring Convocation will bring together members of the New York Court of Appeals and other courts, New York State law school Deans and Professors, key members of the practicing bar and law students to discuss how law schools and practitioners can and do cultivate the values, skills and competencies that students must possess in order to be admitted to the New York bar and to become responsible members of our shared honorable profession.
