Hypothermia Litigation Training

This training is open to attorneys only. Litigation volunteers sign up to be "on-call" on particular days each month. They are trained and prepared to advocate for families who are having difficulty getting into emergency shelter during hypothermic weather. Individual cases may be resolved via telephone calls with local government, or by representing the client at an emergency hearing (also commonly held via telephone, but occasionally in person).

This training will describe the severe weather provisions of the HSRA (Homeless Services Reform Act), which provide a legal right to shelter in freezing temperatures; the District's Winter Plan (how the District will implement such provisions); and the emergency appeals process for unlawful shelter denials and terminations.

To participate in our litigation team, attorneys must be DC-Barred, or have a DC Bar application pending and practice pursuant to District of Columbia Court of Appeals Rule 49 (Unauthorized Practice of Law).
