Control of the US-Mexico border dialogue

The Center for Migration Studies (CMS) is hosting a dialogue on control of the US-Mexico border. Speakers will include Fernando Garcia, Executive Director of the Border Network for Human Rights, a community organizing agency based in El Paso, Texas; Edward Alden, the Bernard L. Schwartz Senior Fellow at the Council on Foreign Relations; and an official from the US Department of Homeland Security (DHS). The meeting will explore several questions. What does it mean that Border Patrol apprehensions, the traditional metric used to measure control of the border, have fallen to levels not experienced since the early 1970s? Has the US reached a tipping point in securing the border? What metrics - beyond apprehensions - should DHS use to measure effective control of the border?
