In the last year, the financing and delivery of home care services in New York has been turned on its head. This course is intended for elder law and care management professionals, to help you navigate the new system of Managed Long-Term Care (MLTC), that has become the only game in town for most Medicaid recipients needing home care.
We'll start with an overview of the different types of managed care plans, how different populations are affected, and what services are covered by the different types of plans. Then we'll focus on the transition process for current recipients of Medicaid home care, including the role of the enrollment broker, the 60-day transition policy, and continuity of care. We'll give you tips and tricks for helping clients select the best plan.
The process has also changed for new applicants for Medicaid home care, and we'll go over how you should apply for Medicaid to minimize the delay before start of services.
Lastly, we'll cover different tools for solving problems with MLTC plans, ranging from informal advocacy to grievances, appeals, and fair hearings. Throughout, we will provide citations to statute, regulation, informal agency guidance, and particularly the Model Contracts which govern the plans, and the plethora of online resources.
Remote Participation Available
Participation also possible remotely online through GoToWebinar. If you choose to participate remotely, you will be sent instructions to hear the audio and view the presentation on your computer using GoToWebinar. This is not a webcast - you will not be able to see video of the presenter, only the PowerPoint slides and other visual aides. You can listen to the presenter and ask questions (by voice if you have a computer microphone; otherwise by typing your questions). If you choose to participate remotely, you must write down any codes provided during the session in order to get CLE credit. Please note that only those who have purchased tickets may sign in to the webinar. We have a limited number of webinar slots, so please do not forward webinar information to your colleagues; they must register separately.

Financial Hardship Policy
Financial scholarships, which may reduce or waive tuition, may be requested by those indicating unemployment or other financial hardship. The Financial Scholarship Application must be received by EFLRP two weeks before the seminar date. This policy is intended to make our programs accessible to those facing financial hardship.
Note that the tuition for non-profit employees/volunteers and students is automatically discounted, without need for a scholarship application. If non-profit employees/volunteers and students cannot afford the discounted amount, they may still apply for a scholarship.
- CLE Credit Comments: Selfhelp Community Services, Inc. has been certified by the New York State Continuing Legal Education Board as an Accredited Provider of continuing legal education. The course is appropriate for both newly admitted and experienced attorneys, except that CLE credit for remote online participation is only available for attorneys admitted at least two years, upon filing requisite certificate of attendance. New attorneys may receive CLE credit only for live in-person attendance. For this training we will be granting 3.0 NY CLE credits in Areas of Professional Practice.
