The Citizens' Road Home Action Team (CHAT) was established with a mission to make the Road Home Program for Homeowner Assistance (RHP) much faster, fairer, more transparent, and more sensitive to the needs of homeowner applicants. CHAT is a citizen driven research organization, formed on September 24, 2006, in response to early concerns about the Road Home Program.
