Laura Tuggle, an attorney with Southeast Louisiana Legal Services, said legal eviction procedures must be followed when there is an agreement to pay rent on a monthly basis, similar to a month-to-month verbal lease.

“Whenever you pay things by the day or week it’s similar to a hotel or motel situation. But when it’s by the month it’s more of a landlord-tenant relationship,” Tuggle said. “I remember in newspaper articles that ran when they first started talking about charging a fee, City Park officials characterized it as rent. And rent is rent.”
